The Labor Program Council
Article I – Name and Purpose
Section 1: Name
The name of this body shall be the Labor Program Council (“Council”).
Section 2: Purpose
The Council serves as the advisory and governance body for the Work College Program. It ensures the integrity, effectiveness, and educational value of labor experience, providing a platform for communication, policy development, and strategic planning.
Article II – Membership
Section 1: Composition
The LPC shall include members from the following groups:
- Two students appointed by the Student Government Association (SGA) whose work experiences are diverse.
- Four working supervisors/mentors from diverse work areas elected by the General Assembly. This should include two members from the College Faculty Assembly and two non-faculty members of the General Assembly, preferably one exempt and one non-exempt.
- Two staff members from the Labor Program Office, a person who is responsible for training and assessment and a person who is involved with the allocation of student labor positions.
- Student Director appointed by the Labor Program Team.
- A person from Human Resources who is responsible for providing training and evaluation.
- A person from the Office of Internships and Career Development
The Provost and Dean of Labor will serve as ex-officio members. The Council will invite and include other voices as needed.
Section 2: Terms
- Members, with the exception of standing appointments, will serve 3-year terms.
Article III – Officers
Section 1: Chairperson
The Council shall elect a Chairperson annually at its first meeting in February from among its members for the upcoming academic year. The Chairperson shall:
- Set agendas and preside over meetings.
- Coordinate with the Dean of Labor.
- Ensure minutes and decisions are properly recorded.
Section 2: Secretary
The Secretary for the Council shall be the Executive Administrative Assistant from the Labor Program Office.
Article IV – Meetings
Section 1: Regular Meetings
The Council shall meet bi-weekly (September–April).
Section 2: Special Meetings
Special meetings may be called by the Chairperson or the Dean of Labor. The Council may elect to delegate certain specific responsibilities to subcommittees, or members, such as current areas of focus identified by the Council.
Section 3: Quorum and Voting
A quorum shall consist of 50% +1 of current members. Decisions shall be made by majority vote.
Article V – Responsibilities
The Council shall:
- Promote the learning goals and outcomes of the Labor Program through meaningful work experiences.
- Recommend and review policies and procedures. Assist with the development of policies at the request of the labor program.
- Support labor supervisors and students in the work, learning and service program.
- Evaluate and improve program effectiveness.
- Convene a grievance board from within the LPC as outlined in the Student Labor Grievance Procedure when needed.
- Advocate and promote the recommendations sent forth by the Council which includes faculty, staff and students.
- Assist the Dean of Labor in interpreting and applying the vision of the Labor Program.
- Serve as an ambassador for students, staff, faculty, and the Labor Program.
Article VI – Amendments
This charter may be amended by a two-thirds (⅔) vote of the full Council, provided that the proposed amendment has been submitted in writing at least one meeting in advance. It will then be presented to the Executive Council for review, and if approved, it will go on to the General Assembly for discussion and approval.
